Article 5.

(1) General Powers of Custodian.

The Custodian shall have, in respect of all property taken into his custody or brought under his supervision or control in accordance with the provisions of the preceding article, all the powers which he would have if he had been appointed the general or universal agent of the owner thereof under an irrevocable power of attorney from the owner adapted to the circumstances of the case.

Article 6.

Particular Powers:

Without prejudice to the generality of article 5 the Custodian shall have power:

(a) If the property consists of a debt to collect it or if it consists of any other right of property to enforce the right;

(b) To sell any part of the property which consists of perishable goods, or other property whose value is from its nature likely to depreciate;

(c) if the property is capable of being let, to let it;

(d) if the property consists of a business, to carry on the business or to make arrangements for some other person to carry it on;

(e) to pay rates, taxes or other imposts due in respect of the property;

(f) to pay any mortgage interest or other payments secured on the property;

(8) to make any other payments necessary for its preservation; (n) to raise on the security of the property any sume required for its preservation;

(1) to enter into any contract, and to execute any instrument, necessary for the preservation of the property.

Article 7.

Delegation of authority.

The Custodian may delegate all or any of his powers or functions to any officer appointed to be an Assistant Custodian or other person appointed for the purpose of carrying out the provisions of this Proclamation.

Article 8.

Power to call for particulars.

The Custodian may by notice in writing require any person whom he may believe to have information with regard to any property to furnish particulars, returns, accounts and any other information which he may require and to attend before him to answer any question in relation to such property or any dealing therewith or transaction or matter relating thereto and to produce any documents or title, books of account, records or other documents relating thereto.
